There are substantial price discounts for preferred modes of operations. For example, customers who do not require specific time or position constraints can realize a savings of 50% for single access service. Similarly unconstrained or flexible multiple access customers can save 33% on their service charges
Service rates are cost based and require full cost recovery. Service charges are apportioned among the services and customers are charged only for the actual service rendered.
There are separate rates for U.S. Government customers, Non-Government customers and Customers which fall under the Commercial Space Launch Act . Non Government customers are charged for systems maintenance in lieu of depreciation. The rates are calculated such that NASA recovers a pro rata share of operations and capital investment in Network assets.
